Somebody films a pothole. The pothole gets filled.

That is the whole superpower. Nine short comics about a man who turns up and does the boring thing that works: a permit, a form, a bin, a vote. Every one is built on something that actually happened, and every one is complete on its own, so you can start anywhere.
